Shaanxi promotes the peak of carbon emissions in non-ferrous metals, with a focus on developing clusters of titanium and other metal materials

Recently, the Shaanxi Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Ecology and Environment jointly issued the "Implementation Plan for Carbon Peaking in the Nonferrous Metals Industry of Shaanxi Province" (hereinafter referred to as the "Implementation Plan"), with the focus on promoting energy conservation and carbon reduction throughout the entire industry chain, promoting resource recycling, strengthening technology research and development applications, and strengthening the construction of green manufacturing systems, promoting the high-end, intelligent, and green development of the industry.
According to 21st Century Business Herald reporters from the Shaanxi Provincial Department of Industry and Information Technology, during the 14th Five Year Plan period, the structure and energy consumption structure of the non-ferrous metal industry in Shaanxi Province have been significantly optimized, and significant progress has been made in the promotion and application of green and low-carbon technologies in the production process of non-ferrous metal products.
Improving the energy structure of non-ferrous metals
Specifically, the energy consumption and carbon emission intensity per unit of key varieties such as electrolytic aluminum, magnesium, and zinc have been further reduced. The proportion of recycled metal supply has exceeded 24%, and the proportion of production capacity above the energy efficiency benchmark level in lead and zinc smelting has exceeded 30%. The production capacity below the energy efficiency benchmark level in the aluminum, lead, and zinc industries has basically cleared to zero.
In addition, the Implementation Plan requires that key links in the smelting and production of high energy consuming and high carbon emitting products such as aluminum, zinc, and magnesium be closely monitored, and national and industry access standards be benchmark to reasonably control the non-ferrous metal smelting capacity, energy consumption, and carbon emission increment in Shaanxi Province. At the same time, we will fully promote innovation and breakthroughs in low-carbon technologies, processes, and equipment in key links, enhance the supply of key common technologies, actively promote the application of new products, processes, and equipment, and promote the upgrading of the non-ferrous metal industry.
In terms of low-carbon, the Implementation Plan clearly states that during the "15th Five Year Plan" period, the energy consumption of key varieties in the non-ferrous metal industry in Shaanxi Province will reach the international advanced level, the proportion of recycled metal supply will continue to increase, and a green, low-carbon, and circular development industrial system will be basically established. Further optimize the industrial layout and structure to ensure that the non-ferrous metal industry achieves carbon peak before 2030.
Make efforts to cultivate industrial innovation clusters
It is worth mentioning that as a major energy province, Shaanxi not only has mineral resources such as coal, molybdenum, gold, non-metallic building materials, geothermal energy, but also considerable reserves of non-ferrous metals, precious metals, black metals, and various non-metallic minerals.
For example, titanium based rare metals, as a national production base for titanium and titanium alloys, Shaanxi currently has more than 800 related enterprises, 6 professional research and development platforms in the field of titanium and titanium alloys, and 19 national and provincial-level enterprise technology centers.
According to the 21st Century Business Herald reporter, the Shaanxi Provincial Development and Reform Commission has learned that Shaanxi is gradually forming an industrial chain and a relatively complete industrial service chain of "externally purchased sponge titanium - titanium ingots - titanium processing materials - titanium alloy materials - titanium composite materials - titanium deep processing products".
It is reported that in 2023, Shaanxi processed about 100000 tons of titanium materials, a year-on-year increase of 13.6%, accounting for 60% and 45% of the total processing volume in China and the world respectively, achieving a production value of over 80 billion yuan.
The Action Plan for Cultivating Innovation Clusters in the Titanium and Titanium Alloy Industry in Shaanxi Province, issued in early April, clearly stated that Shaanxi aims to achieve a titanium material processing scale of 110000 tons by 2025, with a domestic market share of over 65%, and form an international titanium and titanium alloy material industry cluster with an annual output value of over 100 billion yuan, composed of Xi'an and Baoji.
At the same time, fully leverage the leading role of leading enterprises, attract upstream and downstream supporting enterprises, and create a titanium and titanium alloy industry innovation cluster with clear leading industries, division of labor and cooperation, and mutual support.
In addition, Shaanxi's production of magnesium metal has remained stable for 11 consecutive years, ranking * globally. In 2023, the production of metallic magnesium in the province reached 470000 tons, accounting for about 60% of the national and 50% of the global production, achieving a production value of over 15 billion yuan.
Non ferrous metals will become an important component of the transformation and development of Shaanxi's energy industry. Focusing on the industrial level, the above Implementation Plan requires the creation of several non-ferrous metal industry clusters. Specifically, in various cities within Shaanxi Province, we will focus on promoting the development of advanced metal materials mainly based on titanium based rare metals in Xi'an and Baoji, and focus on building the core area of the new materials industry in Guanzhong. At the same time, with Yulin and Tongchuan as regional centers, we support the vigorous development of advanced metal materials such as aluminum magnesium alloys; Promote the active development of advanced metal materials and rare and precious metal deep processing industries mainly based on molybdenum, vanadium, and zinc in Weinan and Shangluo, and achieve the characteristic development of the non-ferrous metal material industry.
